Lexicon of Crisis: US Tariffs and Tunisia’s Institutional Atrophy | Media Arabic Booster 02/26
How does the Arab press articulate the looming specter of a global trade war? And what terminology captures the gradual erosion of a nation’s civic infrastructure?
This Media Arabic Booster scrutinizes the lexicon of economic anxiety and systemic collapse, deconstructing a prominent Egyptian front page detailing the ramifications of US tariffs and dissecting a poignant Tunisian editorial on institutional entropy.
First, we examine a front page of Al-Masry Al-Youm (ุงูู
ุตุฑู ุงูููู
). We analyze how the newspaper utilizes specific vocabulary – focusing on “uncertainty”, “competitiveness”, and “tariffs” – to frame the global and domestic economic fallout sparked by Donald Trump’s newly enacted trade policies.
Then, we pivot to North Africa. By parsing an opinion piece from the London-based daily Al-Quds Al-Arabi (ุงููุฏุณ ุงูุนุฑุจู), we observe how Tunisia’s profound institutional atrophy is chronicled in print. We explore the vocabulary of public neglect, escalating crime, and political stagnation.
Meticulously dissecting these texts reveals how contemporary social crises are debated within Arabic journalistic discourse.

Letโs look at parts of a longer newspaper article in Arabic. We will translate each sentence carefully. The highlighted words are in the vocabulary list below.
Al-Quds Al-Arabi: Tunisia’s Institutional Atrophy
Published on February 17, 2026, this opinion piece in Al-Quds Al-Arabi (ุงููุฏุณ ุงูุนุฑุจู) uses a recent kindergarten scandal in Tunis as a starting point to critique Tunisia’s profound societal and institutional decay.
The author details a widespread breakdown in basic services – from schools and hospitals to public administration and street safety – arguing that this everyday chaos reflects a much deeper political crisis. Ultimately, the piece holds Tunisia’s current leadership responsible, accusing them of prioritizing political suppression over the rule of law and societal welfare.
The article was written by Mohamed Krishan (ู ุญู ุฏ ูุฑูุดุงู), a Tunisian journalist and long-time senior presenter and political analyst at Al Jazeera. His writing frequently covers complex political and social developments in the Arab world, often highlighting internal challenges within Tunisia and adopting a critical tone toward political stagnation.
Al-Quds Al-Arabi (ุงููุฏุณ ุงูุนุฑุจู) is an independent pan-Arab daily newspaper based in London, founded in 1989. It is widely known for its editorial stance critical of various authoritarian Arab regimes, its extensive coverage of the Palestinian cause, and its role as a prominent platform for Arab intellectuals and journalists offering perspectives outside of state-controlled media.

These days in Tunisia, the only topic of conversation (literal: there is no talk these days in Tunisia except about) is a deeply painful scandal that occurred in a kindergarten in the capital [โค see info box below], shaking the conscience of the entire nation (literal: shaking the conscience of everyone). This incident has once again confronted Tunisians with the bitter reality that the country and its people (literal idiom: the country and the servants/worshippers of God) are experiencing a profound and complex moral crisis affecting every aspect of life.

There is hardly any area (literal: there is no field) in Tunisia today that is not plagued by (literal: except that it is prevailed over/mastered by) chaos and neglect, posing a real threat to the country’s social and security well-being. If you visit schools and secondary institutes, for example, you will often find neither sanctity nor respect for them.

If you visit hospitals, for instance, you will often find little to no (literal: you will not find in them… except a little of) order, quality of service, or even cleanliness. Although Tunisian medical professionals are renowned for their high competence (literal: attested to for their high competence), they do not receive the respect and appreciation they deserve (literal: that befits them). This has forced many of them to emigrate, as it has become commonplace, for example, for a doctor or nurse to be assaulted (literal: subjected to beating) by a patient or their companions for one reason or another.
Backstory: The Kindergarten Assault in Tunis
A shocking case of alleged child abuse at a local nursery in early 2026 ignited fierce protests and a high-profile criminal investigation in the Greater Tunis area.
- When: The incident occurred in late January 2026. The mother filed an initial complaint that was reportedly not treated with urgency, prompting her to share her testimony on social media in mid-February 2026, which triggered the massive public response.
- Where: The incident took place at a private kindergarten in Ennasr 2 (ุงููุตุฑ 2), an affluent neighborhood in Ariana (ู ุฏููุฉ ุฃุฑูุงูุฉ). Ariana is a major city and governorate that forms part of the Greater Tunis metropolitan area, located just north of the capital city of Tunis.
- The Victim: A three-year-old boy enrolled at the facility. According to his motherโs testimony, the child also indicated that other children may have been subjected to similar abuse.
- The Perpetrators: While authorities have strictly guarded their identities to protect the integrity of the investigation, the Public Prosecutor’s office ordered the arrest and detention of four individuals. This includes the primary suspect accused of the direct assault, as well as three others connected to the kindergarten (likely staff or management) accused of negligence, facilitation, or failing to protect the children.
What Happened Later
- Facility Closed: The Ministry of Family swiftly ordered the immediate closure of the kindergarten.
- Criminal Investigation: The Public Prosecutor launched a formal probe, ordering forensic and psychological exams for the child, DNA testing, and the seizure of the facility’s surveillance footage.
- Protests & Demands: Outrage over initial delays in the case led to major protests outside the Ariana courthouse on February 16, 2026. Civil society groups demanded maximum judicial penalties for the perpetrators, accountability for the facility’s management, and a strict overhaul of national child protection laws.

It’s incredibly painful and shameful to have to say all of this, and much more besides. This situation prompted, for example, a social media activist to create a page called “Why is it like this?!” (Tunisian dialect: ุนูุงุด ูููุง) where he posts videos on his phone documenting numerous instances of laxity and lack of civility, hoping to (literal: perhaps he by that) stir the consciences of people and officials who seem to have become accustomed to (literal: normalized]) this ongoing decay.
This decay might only be truly shocking to those who visit Tunisia after a long absence and have witnessed more refined examples in other Arab countries that were not previously superior to it.
Tunisia: A Century of Autocracy, Uprising, and Backsliding
Tunisia’s history is defined by dramatic shifts. This timeline traces the nation’s turbulent path from early independence and the 2011 Arab Spring to its fragile democratic transition and recent democratic backsliding.
Pre-2010: Independence & Autocracy
- 1881โ1956 (French Protectorate): Tunisia spends the first half of the 20th century under French colonial rule. Nationalist mobilization intensifies, especially under the Neo Destour Party (ุงูุญุฒุจ ุงูุญุฑ ุงูุฏุณุชูุฑู ุงูุฌุฏูุฏ), founded in 1934.
- 1956: Tunisia gains independence from France on March 20.
- 1957: The Republic is declared. Habib Bourguiba (ุญุจูุจ ุจูุฑููุจุฉ) becomes president. He acts as an authoritarian modernizer, introducing major reforms (like advancing women’s rights and expanding education) while establishing a de facto one-party state under the Socialist Destourian Party (ุงูุญุฒุจ ุงูุงุดุชุฑุงูู ุงูุฏุณุชูุฑู).
- 1987: Prime Minister Zine El Abidine Ben Ali (ุฒูู ุงูุนุงุจุฏูู ุจู ุนูู) removes Bourguiba in a “medical coup.” Ben Ali establishes a deeply authoritarian regime characterized by an extensive security apparatus, media censorship, and political repression that lasts for 23 years.
2010โ2014: The Revolution & Democratic Transition
- December 17, 2010: A young street vendor, Mohamed Bouazizi (ู ุญู ุฏ ุงูุจูุนุฒูุฒู), self-immolates in Sidi Bouzid (ุณูุฏู ุจูุฒูุฏ). While his act is the symbolic catalyst, the ensuing protests are heavily fueled by long-standing unemployment, corruption, and regional inequality, igniting the Revolution (ุงูุซูุฑุฉ) and the wider “Arab Spring” as the revolution is called in the West.
- January 14, 2011: After massive nationwide protests, President Ben Ali flees to Saudi Arabia. The regime collapses.
- October 2011: Tunisians vote in free elections to form a Constituent Assembly. The moderate Islamist Ennahda Movement (ุงูููุถุฉ) wins a plurality of the vote (approx. 37%).
- 2013: The country faces a severe crisis following the assassinations of two prominent left-wing politicians: Chokri Belaid (ุดูุฑู ุจูุนูุฏ) and Mohamed Brahmi (ู ุญู ุฏ ุงูุจุฑุงูู ู).
- 2014: The Tunisian National Dialogue Quartet (ุงูุฑุจุงุนู ุงูุฑุงุนู ููุญูุงุฑ ุงููุทูู) successfully mediates the crisis (later winning the 2015 Nobel Peace Prize). A progressive, democratic constitution is adopted, and Beji Caid Essebsi (ุงูุจุงุฌู ูุงุฆุฏ ุงูุณุจุณู) is elected president.
2019โ2026: Democratic Backsliding & Return to Autocracy
- October 2019: Kais Saied (ููุณ ุณุนูุฏ), an independent constitutional law professor, is elected president in a landslide runoff.
- July 25, 2021: Citing political gridlock, President Saied suspends parliament, dismisses the prime minister, and assumes broad emergency powers. Opponents label the move a coup, marking the turning point toward democratic breakdown.
- July 2022: Saied pushes through a new constitution via a referendum with very low turnout (~30%). It vastly expands presidential authority and weakens the parliament and judiciary.
- 2023โ2024: The government launches a severe crackdown on dissent. Opposition politicians, judges, journalists, and civil society activists are widely documented by human rights groups as being systematically arrested.
- October 2024: President Saied is re-elected with an official 90.7% of the vote. The election is characterized by a dismal turnout (~28.8%) and the arbitrary exclusion or imprisonment of major opposition candidates.
- 2025โ2026: 15 years after the Revolution, Tunisia’s democratic institutions are significantly weakened. Economic crises persist (high inflation, unemployment), and localized civil unrest continues, such as major environmental protests over phosphate industry pollution in Gabes (ูุงุจุณ).

Tunisia has never been this bad before, and there’s no point in absolving anyone (literal: there is no meaning here to acquit anyone); everyone is responsible at every level. We don’t know if the deteriorating economic and social situation in the country can explain some of these manifestations?

Or is it the absence of awareness and proper upbringing in schools, which has been lacking for decades, the disastrous results of which are now evident? Or is it frustration and apathy that have transformed into anger and resentment towards everything? Or perhaps all of these factors coservants/worshippersmbined? This situation truly requires, first and foremost, a cry of alarm (literal: cry of panic), followed by a search for swift and effective (literal: penetrating) solutions.

Unfortunately, there is a societal disintegration and a crisis of moral values โโthat did not arise suddenly, but rather is the result of years of accumulated problems (literal: accumulations). Ultimately, however, the responsibility lies with the current political leadership, which has never been a model of respect for the law or the enforcement of order, which is its most basic and obvious (literal: intuitive) duty.
Instead, it has focused on consolidating its power (literal: empowering itself), throwing its opponents in prison, and launching accusations and an atmosphere of hatred every day, without any vision or projects that inspire hope, leaving the country and its people (literal idiom: the country and the worshippers) to sink into a quagmire (literal: swamp) from which only God knows when they will emerge.

Part 1: Analysis of a headline
The following vocabulary list covers the yellow-marked words we saw in the headlines.
| English | Arabic |
| ุนูุฏูู ู | lack; non-existence; absence. Verbal noun (ู
ูุตูุฏูุฑ) of the sound (ุตูุญููุญ ุณูุงููู
) form I verb ุนูุฏูู
ู โ ููุนูุฏูู
ู (to lack/not have). Examples: lack of focus (ุนูุฏูู ู ุงูุชููุฑููููุฒู); failure to respond (ุนูุฏูู ู ุงููุงุณูุชูุฌูุงุจูุฉู). |
| ููููููู | certainty; conviction. Verbal noun (ู
ูุตูุฏูุฑู) on the pattern ููุนูููู from the Form I verb ูููููู โ ูููููููู. Root: ู-ู-ู. Examples: I know for certain/I am confident that (ุฃูููุง ุนูููู ููููููู ุจูุฃูููู); the truth of certainty (ุญูููู ุงูููููููู); uncertainty (ุนูุฏูู ู ุงูููููููู). Morphology Note: While this is the form I verbal noun, Arabic speakers rely heavily on it as the standard noun for the much more commonly used form IV verb ุฃููููููู โ ููููููู (to be certain/to ascertain). The strict grammatical ู ูุตูุฏูุฑู for that form IV verb is actually ุฅููููุงู, but ููููููู remains the universally preferred nounservants/worshippers in both classical and modern Arabic to express the core concept of “certainty”. |
| ุฑูุณูู
ู pl: ุฑูุณููู ู | fee; tariff; duty. In economic and media contexts, it refers specifically to government-imposed charges or taxes. Examples: customs duties (ุฑูุณููู ู ุฌูู ูุฑููููููุฉู); registration fees (ุฑูุณููู ู ุงูุชููุณูุฌูููู). |
| ุทูุงููู ูุง | as long as; so long as; somtimes also: how often. This is a compound particle (ุญูุฑูู ู
ูุฑููููุจ) consisting of the verb ุทูุงูู (to be long) and the preventive ma (ู
ูุง ุงูููุงูููุฉ). In standard Arabic, every single verb strictly requires a subject (a doer). However, the ู ูุง here acts as a shield or a blocker. It attaches to the verb and permanently “prevents” it from taking a subject. The result: Because the verb is neutralized and blocked from doing its normal job, the entire chunk (ุทูุงููู ูุง) transforms into an adverbial conjunction. Watch out: Since it now functions as a linking word rather than an action, ุทูุงููู ูุง cannot just be followed by a single noun. It must be followed by an entire, complete sentence (either a verbal or a nominal sentence). Examples: as long as you are with me (ุทูุงููู ูุง ุฃูููุชู ู ูุนูู); as long as the possibility exists (ุทูุงููู ูุง ููุงูู ุงููุงุญูุชูู ุงูู ููุงุฆูู ูุง). |
| ุธูููู โ ููุธูููู | to remain; to stay; to continue to be. Form I verb; doubled (ู
ูุถูุนููู) type. It is one of the Sisters of Kana (ุฃูุฎูููุงุช ููุงูู), functioning as an incomplete verb (ููุนูู ููุงููุต). Examples: The situation remained stable (ุธูููู ุงูููุถูุนู ู ูุณูุชูููุฑููุง). Watch out: The “subject” (ุงูุณูู ุธูููู) is nominative (ู ูุฑููููุน) and its “predicate” (ุฎูุจูุฑ ุธูููู) is accusative (ู ูููุตููุจ). |
| ู
ูููุตูุจู pl: ู ูููุงุตูุจู | office; position. In the context of the article, it is a deverbal noun denoting a professional post or rank, derived from the Form I verb ููุตูุจู โ ููููุตูุจู (to set up). Examples: a high-level position (ู ูููุตูุจู ุฑููููุนู). He left office (ุชูุฑููู ุงูู ูููุตูุจู). |
| ุงููุชูุตูุงุฏูููู pl: ุงููุชูุตูุงุฏููููููู | economist. Nisba adjective (ููุณูุจูุฉ) derived from ุงููุชูุตูุงุฏู (economy), the Masdar of the Form VIII verb ุงููุชูุตูุฏู. Example: economic growth (ููู ูููู ุงููุชูุตูุงุฏูููู). Watch out: In the nominative case (ุญูุงููุฉ ุงูุฑููููุน), it ends in ูููู, but in the accusative/genitive, it changes to ูููู. |
| ุชูููุงููุณููููุฉู | competitiveness. This is an artificial verbal noun (ู
ูุตูุฏูุฑ ุตูููุงุนููู), formed by adding ูููููุฉ to the adjective ุชูููุงููุณููู. It relates to the Form VI verb ุชูููุงููุณู โ ููุชูููุงููุณู (to compete). Example: the competitiveness of the sector (ุชูููุงููุณููููุฉู ุงูููุทูุงุนู). Remark: Form VI verbs generally denote reciprocity (ู ูุดูุงุฑูููุฉ) between two or more parties. |
| ุตุงุฏูุฑู pl: ุตูุงุฏูุฑูุงุชู | export. Mainly used in the plural (ุฌูู
ูุน ู
ูุคููููุซ ุณูุงููู
). It is the active oarticiple (ุงูุณูู
ููุงุนูู) of the Form I verb ุตูุฏูุฑู โ ููุตูุฏูุฑู (to go out/issue). Examples: total exports (ุฅูุฌูู ูุงููููู ุงูุตููุงุฏูุฑูุงุชู); import and Export (ุงููุงุณูุชููุฑุงุฏู ููุงูุชููุตูุฏููุฑู). Watch out: The singular can mean also issued, publish, outgoing, but the plural is specialized for trade. |
| ููููุฏูุณูููู | engineering (adj.); geometrical. Nisba adjective (ููุณูุจูุฉ), derived from ููููุฏูุณูุฉ, a quadriliteral noun (ุงูุณูู
ุฑูุจูุงุนูู). Root: ู-ู-ุฏ-ุณ (Quadriliteral). Other examples: engineering drawings (ุฑูุณููู ู ููููุฏูุณููููุฉู); engineering college (ููููููููุฉู ุงูููููุฏูุณูุฉู). |
